At noon Wednesday, Jan. 28, 2015, the head of an independent research firm in Beijing called the Transition Institute was released from detention at a secret location.

Huang Kaiping was taken away by police on Oct. 10, 2014. His family members received no legal notification. Because they didn’t know where Huang was being held, no lawyer could meet him. After his release, attorney Zhang Lei talked on the telephone with Huang Kaiping.

The Transition Institute, founded in 2007, “has conducted research and advocacy on tax reform, local election, business regulation, legal reform, citizen participation, and equal rights to education,” according to the website for Chinese Human Rights Defenders.

Boxun is reporting that dissidents and activists are being held in top-secret Navy detention centers., where they can’t be contacted or visited.

Boxun has learned that the military, state security and police are working hand-in-hand to detain dissidents. Even interrogators from the Jasmine Revolution protests of 2011 are participating in these investigations. Detentions in secret locations have increased dramatically in the past several months.
