Chinese Communist Party officials’ hobby?Having sex with underage girls

In China, when Communist Party members and officials have sex with underage girls, there is often a financial transaction. Under Chinese law, it’s treated as prostitution and the punishment is a slap on the wrist. People are calling for having sex with underage girls be classified as rape.

On May 29, 2014 China’s State Supreme People’s Procuratorate held a press conference. According to information received, from 2010 to 2013, procuratorates nationwide prosecuted 150 cases of sex with underage girls, involving 255 individuals.

Below is Boxun’s recounting of cases of sex with underage girls in recent years. These are but few cases publicized in the official Chinese media:

In April 2009, China Youth Daily reported that multiple public officials in Xishui County, Guizhou Province were suspected of having sex with young female students. Six government officials who were involved in the case include judicial officials, teachers and county people’s congress representatives. But the report didn’t disclose the number of victimized girls, who were forced to have sex with these officials by their teacher, who, at the time of the report, was still on payroll.

In July 2009, the Southern Newspaper Group reported that a teacher from Anxi County, Fujian Province organized middle school students into prostitution. Their clients included government officials. After this incident was exposed, the middle school principal and Industry and Commerce director were arrested. This incident involved students, all under 14, of Jinhuo Middle School and Huaqiao Vocational School in the county, and more than 30 prostitution clients. It’s known to the locals that it costs ¥6000 to have sex with a virgin, ¥5000 of which goes to the pimp. This incident only surfaced after a girl became pregnant.

It was reported that a total of eight female students fromthe Jinhuo Middle School were victimized, of whom four were under 14. All of their hymens were broken by the school principal, Xu Jianxin, who has received a suspended death sentence.

In July 2009, Chengdu Business Daily reported that Lu Yumin, director of Baihua Branch of the Jibin State Tax Bureau, Sichuan Province spent ¥6000 to have sex with a girl under 14, for which he was detained for 15 days and fined ¥5000. Lu Yumin was subsequently fired from his job and expelled from the Communist Party. When the procuratorate later got involved, Lu Yumin was formally arrested and was charged with rape.

In January 2010, the People’s Daily People’s Net reported that a Mr. Qi, a university professor in Shanghai, began to have sex with multiple middle school students starting in 2003. He had been punished with security warning and fines and was later fired from the university. This incident was only exposed by the media when Mr. Qi sued the university, asking for his job back.

In May 2010: the not-guilty verdict in his first trial of Yang Dehui, a judge of Fuyuan county court in Qujing, Yunnan Province, on suspicion of raping and having sex with underage girls caused a relatively large controversy in society. At his second trial on May 21, 2010, Qujing City Intermediate People’s Court made the judgment that defendant Yang Dehui was guilty of having sex with underage girls and was sentenced to six years in prison and fined.

On March 30, 2013: People’s Daily People’s Net, Lanzhou reported that Lanzhou Municipal Public Security Bureau released a piece of news on its official microblog, saying “This bureau has verified the incident of having sex with underage girl reported on the internet involving deputy director of a local police station in Lanzhou. Hu, former deputy director of the local police station under Chengguan Branch Bureau was expelled from the Communist Party and his public employment. The case involving him is being heard in accordance with the law.”

In May 2013: Peninsula Metropolis Daily reported that on the afternoon of May 8, six elementary school girls from Wanning Elementary School, Hainan Island Province, went missing, causing extreme panic among teachers and parents. They looked for them overnight but failed to find them. At 11:00 p.m. the following night, four girls were found in Haikou. But it wasn’t until 10 a.m. the morning of the third day that the other two girls were found at Dazhou Island Holiday Village, in Mapo, Changfeng Township, Wanning. When the six girls were found, they all looked confused, with some girls having bruises on their hands and necks. Upon receiving medical examinationss, the six of them were found to have been injured in their lower bodies in varying degrees.

After investigation, it was found out that it was Chen Zaipeng, an elementary school principal in Wanning, Hainan, in collaboration with Feng Xiaosong, an employee of a local housing bureau, who checked into a hotel with the six girls. After the incident, the first forensic examination reported that their hymens were intact, causing intense reaction from a suspicious public. The second physical exam concluded that these elementary school pupils had been raped.

At his first hearing on June 8, 2013, Chen Zaipeng, the principal, received a sentence of 13 years and six months.

On August 21, 2013, China News Service Net reported that Zhang Zhihong, Weinan City People’s Congress representative and board chairman of Weinan Hongyuan Auto Sales Co., Ltd. (a private company) had committed acts of prostitution with underage girls. Upon request, the Weinan City People’s Congress Standing Committee decided that, in accordance with related laws, on August 16 his position in the Weinan City People’s Congress would be suspended. On August 17, Zhang Zhihong was criminally detained by Weinan City Public Security Bureau Jingkai Branch. The scandal was first exposed by the media. On May 25, 2013, Zhang Zhihong had sex at a hotel with a female middle school student, who was born in June 2000, barely reaching her 13th birthday. On August 17, Zhang Zhihong was criminally detained by the police.
