On the afternoon of Thursday October 2, 2014, Xu Chongyang was arrested by the Beijing Fengtai District police. His home computer, videorecorder etc. were searched and confiscated. At approximately 1 a.m. on Friday October 3, 2014 he was detained on suspicion of the crime of “picking quarrels and stirring up trouble.” Xu Chongyang’s rearrest illustrates that the Beijing Public Security Bureau isn’t concerned with the rule of law and wantonly retaliates against people by arresting them.

Because Xu Chongyang lodged a complaint against the Fengtai District police, on Sunday September 28, 2014 he was retaliated against and beaten by two plainclothes policemen. His waist and lower back were injured.

On April 20, 2011 Xu was secretly detained and cruelly tortured almost to death. He had to be admitted to the hospital for emergency treatment. It’s believed he was hospitalized because the police were afraid he would die while being secretly detained, so they released him. But after a few days he was secretly detained again. After he was missing for a month, on June 6, 2011 people learned where he was being held—in a secret location in a Beijing residential district. More than 20 people went to rescue him. Several minutes after Xu Chongyang left the black prison, in broad daylight he was kidnapped. This was filmed by a Boxun volunteer worker, it was bloodchilling.

From April 2011-October 2011 Xu Chongyang was persecuted by the Beijing Public Security Bureau until he was disabled. He had three teeth knocked out, a rib fractured, his lower spine cracked and several places in his back wrenched. The police also made him eat feces and drink urine. The Beijing Municipal Procuratorate’s procedure was handled erroneously, on March 15, 2011 the charge was filed and on July 14, 2011 his arrest was ordered.

The Beijing Municipality Fengtai District Court did not exclude the Beijing Public Security Bureau and Procuratorate’s erroneous procedures. They did not permit challenging of the fact he’d been detained too long, and in spite of all the procedural errors Xu Chongyang was sentenced to 19 months forced labor.

At approximately 7:00 on January 17, 2014, as Xu Chongyang was leaving the Babaoshan subway station, he was stopped by the Beijing police and searched, cursed, beaten until he had a heart attack.
