It is said that the Publicity Department always orders a ban on specific news stories, but the truth is that the department rarely directly command media to kill sotries. Instead, the Publicity Department usually carries out the action via other bureaus.

Recently, the Publicity Department has issued theree documents instructing departments that are in charge of communication affaires to ease their controls on local news, and to pay more attentions to international news.
