Chengdu Issues New Rules on Registration of Renters

Chengdu issued a notice on July 30, 2009 that states that all migrants must show ID which is then reported immediately to the local police and they must apply for a temporary resident permit within seven days. Every person and work unit are responsible for reporting violations. Rewards paid by police for reports range from 100 RMB to 20,000 RMB. Fines for illegal rentals are between 200 and 500 RMB. For landlords who fail to file a report, a fine of 500 – 2000 RMB. For employers who fail to report the address of workers, a fine of between 2000 and 5000 RMB. Employing units who do not make a valid contract are to be fined between 3000 and 30,000 RMB.

Urumqi and Chengdu issued local orders about the same time.
