The North Atlantic Treaty Organisation (NATO) secretary general said today it was “extremely rare” that the alliance might have to use nuclear weapons but there would be “serious consequences” if Russia did.

“If Russia were to use nuclear weapons, any kind of nuclear weapons, against Ukraine, there would be serious consequences,” Stoltenberg told a news conference after a meeting with NATO defense ministers, Reuters reported.

“We are not going to go into detail about how we will respond, but it will fundamentally change the nature of the conflict,” he said. “It means that a very important line has been crossed.” He was referring to the war with Ukraine that followed Russia’s invasion of the country.

He said the fundamental purpose of NATO nuclear deterrence was to preserve peace and prevent coercion of Allies, so it was “extremely rare” that nuclear weapons might have to be used.

Stottenberg also said NATO will closely monitor Russia’s expected nuclear exercises, especially in light of Moscow’s latest nuclear threats related to the conflict in Ukraine.

“We have been watching Russia’s nuclear forces for decades, and of course we will continue to watch them closely and will remain vigilant, as they conduct new exercises,” Stoltenberg said.

Stottenberg appeared to be referring to Russia’s annual “Grom” exercises, which are usually held in late October to test nuclear-capable bombers, submarine-ships and missiles.
