US lawmakers introduced legislation to promote a peaceful resolution of the conflict between Tibet and China.

Representative Jim McGovern, chairman of the House Rules Committee and co-chair of the Congressional and Executive Commission on China, The Promoting a Resolution to The Tibet-China Conflict Act, the chief Republican of The House Foreign Affairs Committee, announced Monday. Strengthen U.S. policy to promote dialogue between China and the Dalai Lama and to work for a peaceful resolution of the conflict between Tibet and the People’s Republic of China.

The bill seeks to reinforce a longstanding bipartisan U.S. policy of promoting dialogue by ensuring that U.S. policy, based on international law, accurately reflects the nature of the conflict between Tibet and the People’s Republic of China. The bill seeks to start negotiations between Chinese officials and the Dalai Lama or his representatives. The bill notes that the two sides have not held formal talks since 2010, and that Chinese officials continue to make unreasonable demands on the Dalai Lama as a condition for further talks.

‘The Tibetan people have a right to autonomy under international law, and China’s current policies prevent them from exercising that right,’ it said. The conflict between Tibet and China has not been resolved, and the legitimate status of Tibet is still determined in accordance with international law.

The bill calls on the State Department’s Special coordinator for Tibet to ensure that U.S. government statements and documents counter disinformation by Chinese officials about Tibet, including its history, its people, and its institutions, including the Dalai Lama’s, and authorizes the use of existing funds under the Asia Reassurance Initiative Act of 2018 to combat, among other things, disinformation about Tibet.

“Congress has a long-standing and enduring interest in a peaceful resolution of the Conflict between Tibet and China,” McGovern said in a press release. “The Administration has called on Chinese officials to resume dialogue without preconditions. But that didn’t happen. China continues to ignore the Dalai Lama. Our bipartisan bill seeks to base U.S. policy on international law and counter Chinese disinformation with the goal of allowing both sides to negotiate a lasting solution.”

“The Chinese communist party’s invasion of Tibet in 1950 and oppression of Tibetans since then set the stage for their current territorial incursions and human rights abuses,” McCaul said. “Their attempts to steal people’s freedoms and rewrite history continue to threaten American values and our national security interests today. This bipartisan bill will help ensure that Tibetans have the right to determine their own future and reject the Chinese Communist party’s lies that their tyranny over Tibet has historical legitimacy.”
