Open Constitution Initiative (aka Gongmeng) website announces that Dr. Xu Zhiyong has been detained.

At 5 a.m. on Wednesday July 29 a uniformed police officer and five plainclothes police escorted Dr. Xu Zhiyong away to an undisclosed location. He has not been in touch with anyone since that time. Gongmeng staff member Zhuang Lu is also unable to be contacted.

On Wednesday July 28 Xu went to Gongmeng’s office to plan for the important Thursday July 30 National Tax Bureau hearing.

The tax hearing took place as planned, without Xu’s presence. The hearing upheld the original decision, to fine Gongmeng five times the normal rate, for a total penalty of 304,975.65 yuan. The fine must be paid within 15 days.

Up until 4 p.m. Thursday July 30 there was still no word from Xu Zhiyong or Zhuang Lu.
