Civil servants paid high school boys and drop-outs in Cili County, Hunan Province to obtain high school girls for sex.
Local police say Liu, who led the discipline and inspection team of the National Taxation Bureau of Cili County, was removed from his office and expelled from the Party. Li, a former instructor who worked with the fire brigade, was dismsissed. Also involved were 11 underage students: two are under 14 years old, one just turned 14.
In May, the Public Security Bureau of Cili County got a call from a man who said his daughter Jia-Jia (pseudonym) was beaten by a group of young people. It seemed a minor bullying incident, but as the investigations went on, police found at least 10 minors involved in a forced prostitution case.
Since March 2016, a 38-year-old man named Lin has paid a minor named Tang and three other high-school boys to coerce underage girls into having sex with adults. Jia-Jia was beaten because she refused.
Boxun learned that 17 people are suspected of alleged rape and forced prostitution. Seven of them face criminal charges, seven were given administrative punishment and three were ordered to undergo reprimand education. None were arrested.
Such cases have been common in China, and unsurprisingly, officials involved are all unfettered and beyond the law.
