Two girls swept away by flood; local police say parents are responsible

According to Propaganda Department of Lanzhou, Gansu province, the district police believe the accident in which two sisters were swept away by flood should be characterized as a “drowning incident” and claimed their parents should bear the main responsibility. There will be no investigation.
