Former Zhou Yongkang trusted lieutenant Yang Huanning removed from Ministry of Public Security

[Bowen Press Exclusive] Regarded as Zhou Yongkang’s remaining confederate in the Ministry of Public Security, acting deputy minister and Deputy Communist Party Committee Secretary Yang Huanning was finally removed from the public security system and transferred to the post of bureau chief in the State Administration for Work Safety. Yang Huanning’s demotion comes at the same time the Communist Party is pronouncing judgement on and trying Zhou Yongkang’s old subordinates. It’s part of the CCP’s big clean up of the remnants of Zhou Yongkang’s network.

Mainland media reported that the acting Vice Minister of the Public Security Ministry and Deputy Communist Party Committee Secretary Yang Huanning was transferred to the State Administration for Work Safety. He started in his new position this morning, and will be responsible for all State Administration for Work Safety matters. This morning concerned people from the Communist Party Central Organization Department went to the State Administration for Work Safety and convened a meeting to announce the news.

Yang Huanning is 58 years old and is from Anqiu in Shandong Province. He graduated as a Criminal Law major from the Beijing University School of Law. As a cadre admitted to a postgraduate program he earned a PhD in Law. He is presently a CPC Central Committee member, and before serving as bureau chief in the State Administration of Work Safety was Vice Minister of Public Security (ranked first deputy minister), and Deputy Communist Party Committee Secretary (ministerial level).

This represents a big demotion for Yang, and attracted outside attention. From being a minister in a major ministry to bureau chief in a bureau under the auspices of the State Council. Although it’s also a minister level post, it can’t be compared to his old Ministry of Public Security position.

This agency learned that this is a demotion for Yang. Yang was appointed Public Security Minister by Zhou Yongkang, and was Zhou’s trusted lieutenant in the era when the Central Political and Legal Affairs Commission of the Communist Party of China was all-powerful. In April 2008, in the lead-up to the Beijing Olympic Games, Zhou recalled Yang Huanning from Liaoning Province and promoted him to acting Ministry of Public Security Vice-Minister and Deputy Communist Party Committee Secretary. He was put in charge of overseeing security for the Beijing Olympics, particularly guarding against a terrorist attack by Tibet or Xinjiang independence forces during the games.
