On Monday,Dec. 15, 2014, a familiar burst of horrible odor made teachers at Guangzhou’s Baiyun District Educational Development Center worried. The Center shares the campus of the middle school.

Teacher Chen complained that he felt dizzy. He had to stop what he was working on and put his head on his desk to rest and ease his dizziness, hoping that the noxious smell would go away soon.

After one hour, school leaders decided to close school early for the day.

What made Teacher Chen feel helpless and disappointed was that after five years of complaints, the odors that have been bothering more than 1,000 students and teachers have not stopped.

Last week the Baiyun District Environmental Protection Bureau conducted a comprehensive investigation and found three unlicensed businesses. According to the person-in-charge of the Junhe Street Sub-district Office, the strong smell came from a factory that uses lasers to carve shoe soles and high temperatures to melt rubber soles.

Law enforcement officers did their own investigation in March of this year. They discovered nearly 100 businesses operating at Junhe Street and Luogang Village where the school is located and 21 of them operate adjacent to the school wall. These businesses include six shoe factories, six leather goods factories, three cosmetics factories, two hardware factories, two garment factories, one glass factory and one adhesive material factory.

The person in charge of the District Environmental Protection Bureau said that these businesses have not conducted their environmental evaluation procedures.
