Ning Xianhua, dissident from Liaoning, charged because of reports in Boxun

During the events of June 4, 1989, Ning Xianhua organized a Shenyang City citizen’s support group and served as the commander-in-chief. He also served as chairman of the Shenyang Patriotic Citizens Autonomous Union, and organized and led marches, demonstrations and protest activities. On May 27, 1989 he came to the capital to support and participate in the establishment of the Beijing Autonomous Worker’s Federation. On the afternoon of June 3, 1989, the vice commander-in-chief of the outside-Beijing independent student union Hasi (a Mongolian student) sent people to escort them south. On July 6, 1989 Ning Xianhua was arrested in Shenyang for being the ringleader of an illegal organization. He was detained in Shenyang’s Public Security Number Six section. After being released on October 13, 1989, he stayed involved in organizing pro-democracy activities. On May 30, 1999, because he organized a candlelight vigil for those killed on the tenth anniversary of the Tiananmen Massacre, he was arrested and held until June 16, 1999. On November 29, 2003, because he and Kong Youping published an article supporting the establishment of the Democracy Party of China and an independent union, he was arrested. On July 5, 2004 Shenyang Intermediate Court sentenced him and Kong Youping to 12-15 years for the crime of subverting state power. He was finally released from prison on December 15, 2010.

On May 18, 2014, Ning Xianhua, Jiang Lijun, Sun Haiyang and five others, because Shenyang Public Security Bureau suspected them of having published on Boxun Net: “Liaoning Provincial officials try to conceal that the number impacted by flood exceeds 530 people” and other sensitive articles, were arrested and jailed at Shenyang municipal detention center. Ning Xianhua was viciously beaten by a police officer, to extract a confession by torture. But the procuratorate refused to make an arrest in the case, so on June 23, 2014 Ning Xianhua was released on bail. On August 12, 2014 Ning Xianhua’s case was turned over to the procuratorate for prosecution on the criminal charge of “picking quarrels and stirring up trouble.” At present the procuratorate has extended the investigation period to October 7, 2014.
