On Monday August 18 at 4 p.m., in Xiyuan Neighborhood, Xuzhou City, Jiangsu Province, the city administrative police (chengguan) saw someone selling grapes on the street. They destroyed the peddler’s scale. A bystander about 70 years of age said, “Give him a chance to eat.” In response,  several chengguan beat the old man severely and discharged pepper spray in his face. More than 1,000 citizens blocked the street in protest. One of the policemen who beat the old man abandoned his car and fled. This protest continued until 10 p.m. and then the police dispersed the gathering. One observer was arrested.
