He Moufeng, 35, a real estate boss in Foshan City, Guangdong Province, was just fooling around when he grabbed a woman while swimming and held her underwater. Although she drowned, the woman’s family forgave him after he paid them ¥3.86 million yuan and received a sentence of 18 months with a suspension of two years. His sentence caused a controversy on the Internet. Many lawyers say that it’s normal to pay money for a reduced sentence as long as you admit to your crime, show remorse, and receive forgiveness from the victim. He Moufeng is a native of Macau who runs a real estate business in Foshan City, Guangdong Province, where he is the president of two entities and a member of the Foshan Political Consultative Conference, according to New Express News (新快报).

On October 16, 2013, He Moufeng and his friends went to play at the Water Park at Baihualin Reservoir in Zengcheng City. At around 3 p.m., He Moufeng was swimming at the reservoir when he saw a young woman, Li, whom he didn’t know, on the floating platform in the reservoir. He decided to play a joke on the attractive girl so he went behind her, grabbed her around the waist and jumped in the water with her. While in the water, Miss Li slipped from He Moufeng’s arms.

He Moufeng didn’t realize that the young woman didn’t know how to swim. When he came to the surface, he realized that Li hadn’t come out of water. He then went under the water with others to look for her. When they found her, Li was no longer breathing. Rescue attempts failed and she died. A forensic exam determined that she died by drowning.
