Vincent Wu, US Citizen,unlawfully tortured and detained by Chinese authority. Health in danger.

Vincent Wu (Chinese name: 胡煒升) is currently under the arrest by the Chinese police for aninvestigation of a criminal case. Reports say he has been arrested onaccusations of “gangster” charges.

Wu is an American citizen who resides in San Gabriel, California in the Los Angeles County. He does business in his home village of Huidong,Chinawhere he has done many charitable acts for the city and donated a lot of moneyfor city development. Just recently, he had a celebration for his son Kenny Wufor graduating medical school at the University of Illinois. Thecelebration doubled as a fundraiser to help raise money to provide ascholarship fund for students in Huidong to have an opportunity to go tocollege. 200,000 yuan ($30,000 USD) was raised. He has donated millions of yuanto the city of Huidongfor new basketball courts, concrete roads, reconstructions of Buddhist temples,and reconstructions of elementary schools.

Wu is a Chinese-American who is currently under the detention ofthe Chinese Public Security Department for suspected involvement of a criminalcase. According to a report from Hong  Kong, he has been enduring inhumane torturesince arrested on June 22nd, 2012. Throughout the investigation process, theChinese Public Security Department did not follow the agreements made duringthe U.S.-PRC Consular Convention, which requires Chinese authorities to reportthe detention of a U.S.citizen to the Embassy no later than four days from the date of arrest ordetention. The authorities were also legally required to notify family of thesituation within 24 hours, which they never did. According to the same report,more than 40 people were arrested. All of them were hooded and locked up inundisclosed location while being questioned. Wu was also locked in handcuffsand ankle chains while being tortured with inhumane instruments such as thetiger bench.

According to reliable sources, business friends, and familymembers, Vincent Wu was set up by his business rivals and lawsuit opponents.They made up evidence, bribed the officials, and deceived the police in orderto slander against his good name and frame him for crimes he did not commit.They also posted inaccurate information about Vincent Wu on various Chinesenews websites, media outlets, and newspapers in an attempt to criminalize himbefore a fair trial could take place (more information in the two unbiased newsarticles on the bottom of this letter).

According to the arrested individuals who were released afterbail, the police abused Vincent Wu repeatedly and deprived Wu of his most basichuman rights. The police made him sit on the floor for hours on out andprovided him with only one bottle of water and one small meal a day. During thequestioning, Vincent Wu was chained up and beaten repeatedly by Chinese policewithout mercy. The police have even made threats of murdering him and dumpinghim down the river. These types of threats, violence, and inhumane treatmentsare uncalled for. Vincent Wu is an American citizen and he deserves to betreated decency and respect.

Although Vincent Wu is under the investigation of a criminal case,he still deserves a fair and impartial trial in accordance with Chinese law andstandard international practices. At the same time, the Chinese police shallrespect and not infringe on the basic human rights of Vincent Wu. They mustrefrain from violence, torture, threats, and other illegal means ofinterrogation methods during the investigation. The Chinese police’s behaviorsshowed that they have zero regard for the Chinese judicial system and zerorespect for human rights. Their actions have contradicted the Chinese law,principles of human rights, and agreements made in the US-PRC ConsularConvention.

Wu is not a healthy young man. He is 54 years old and has beendiagnosed with severe, obstructive sleep apnea, which requires scheduled visitto hospital for assessments and daily use of a CPAP machine. He also hashypertension, which requires daily medications and blood pressure monitoring.The lack of transparency throughout this investigation is very concerning, andfamily members and friends are worried for his personal safety. It’s alsodisheartening for a law-abiding American citizen with serious health conditionsto be treated with such inhumane and illegal means.

Medication has been sent to the detention center Wu is currentlyresiding in (Huizhou County Detention Center), but the policerefuse to give him the medication. Just yesterday, a reliable source statedthat Wu has now fainted due to his hypertension and extensive torture. TheChinese authorities have still disregarded providing him medical help.

The US embassyat Guangzhourefuses to provide any assistance to Wu because his dual citizenship status(Chinese and American) creates certain conflicts. However, the Department ofState has attempted to contact the Chinese authorities, but the authoritiesreportedly ignored the calls.

Wu, as an American citizen, should have the same rights that humanrights activist Chen Guangcheng had during his escape from years of Chineseimprisonment and abuse in April 22, 2012. Chen received help from the US embassyafter being abused by the corrupt Chinese authorities and having his humanrights violated, and Wu should receive the same treatment and protection.However, as of now, he is not receiving such assistance.

The future of Vincent Wu is unknown. The corruption demonstratedby the Chinese government is something I did not believe still existed in a(relatively) civilized country of China. However, the corruption andpolice brutality are still very apparent in the country of China.Hopefully, justice can be served, and Vincent Wu will receive the humanetreatment and fair trial that he deserves as both an American citizen and as ahuman being.
